How Indian Banks Can Implement AI Responsibly: RBI’s FREE-AI Framework Explained

This execution gap, validated through RBI-led surveys and extensive stakeholder consultations, prompted the creation of the Framework for Responsible and Ethical Enablement of Artificial Intelligence (FREE-AI).
Why RBI Introduced the FREE-AI Framework
RBI surveys reveal that while interest in AI is widespread, most institutions are still operating in pilot or experimental stages, held back by:
- Sensitivity of financial and customer data
- Limited explainability of AI-driven decisions
- Concerns around algorithmic bias, especially in customer-facing use cases
- Weak governance, audit, and accountability structures
RBI’s surveys and CDO/CTO-level interactions revealed structural gaps behind these challenges, including limited Board-level oversight of AI initiatives and the absence of formal processes to monitor, audit, or respond to AI-related incidents. In response, the RBI introduced the FREE-AI framework to address these gaps through a principle-based approach that enables innovation while strengthening governance and accountability. The FREE-AI framework consists of seven core principles (“Sutras”) and 26 recommendations across six pillars to enable innovation and ethical AI adoption, while embedding trust, fairness, governance, and consumer safeguards.
